Update to .net10 and GE7

Builds locally, do not show up in the plugin list though
On AppVeyor, GE is not restored properly so build fails

I believe this is ready.
Plan to squash this in some time to have it ready for merge
Will set GitExtensionsReferenceVersion to 7.0.0 or so when GE7 is released, then merge this

Squashed changes, ready for test with GE7 (currently master)
When 7.0 is tagged, GitExtensionsReferenceVersion is to be set and this be merged
