chore(deps)!: Upgrade major dependencies

Overview

There were a couple of dependencies that needed upgrading before v0.21. This PR updates them:

• publish-browser-extension v2 → v5 (changelog): Adds support for the CWS v1.1 API, drops support for deprecated edge authentication
• @webext-core/fake-browser v1 → v2 (changelog): Now fakes @wxt-dev/browser, not webextension-polyfill. This will be a big one
• @webext-core/match-patterns v1 → v2 (changelog): non-breaking for WXT's purposes
• dotenv-expand v12 → v13 (changelog): non-breaking for WXT's purposes
