Some workflow and password instructions still reference legacy XML locations, which conflicts with the centralized configuration model.

Clarify workflow/password guidance to reflect deployment.toml as the authoritative configuration source.

Update workflow and FAQ text to reference deployment.toml and remove direct guidance to check api-manager.xml.
