Per-site routeOutboundLinks toggle + outboundPreferences let a launcher-style site (DDG, Google) hijack cross-domain gesture clicks into the user's claimed destination site, opened as a nested webview using the destination's settings. Resolution order is source preference > global LIR > self-match/no-match fallback to today's behaviour. Adds LIR-013..LIR-017.
