This PR builds on skiptools/swift-jni#6 to add a check for the
SWIFT_JAVA_JNI_COREenvironment variable, in which case it will use https://github.com/swiftlang/swift-java-jni-core as the underlying JNI implementation.Once all fuse packages have equivalent parallel testing and validation for the
SWIFT_JAVA_JNI_COREmode than we can consider switching everything over wholesale.
