This adds support for Cloudflare IP ranges; due to them using anycast, outside of China, I've used an empty string - let me know if that should behave differently.

Region()returns an empty string - let me know if that should behave differently.I should probably have asked first if you support outside contributions for new providers, that you might not need, so don't feel bad if you want to close this PR.
