Improve passport lock safety guidance

Summary

• Adds a compact Passport safety panel above the lock form.
• Resolves the existing ui/yarn.lock conflict markers so CI can install deterministically.
• Shows projected $veNATION, the passport threshold, buffer, estimated threshold drop date, and a factual status badge.
• Keeps the existing lock/increase transaction flow unchanged while making the decay risk visible at the decision point.

Design notes

• Followed the existing Nation3 light card style, DaisyUI patterns, cyan/mint accents, and outline icon language.
• Kept the tone informational rather than alarmist.
• Added a responsive wrapper so the lock page fits mobile viewport width.

Validation

• Generated a GPT image mockup before implementation and used it as the layout reference.

• yarn lint
• yarn test --runInBand
• yarn build
• Chrome headless screenshot/DOM checks for desktop and mobile; no horizontal overflow detected.

CI note

The Mainnet GitHub Actions workflow is passing after the lockfile cleanup. The Sepolia workflow currently fails in the existing Liquidity Cypress suite, outside this /lock page change. Vercel preview deployment still requires Nation3 team authorization.
