Add issue templates for state-law updates and bug reports

Adds two GitHub issue forms under .github/ISSUE_TEMPLATE/:

State law update - a light form for reporting new/changed/repealed ALPR siting laws:

• Starter guidance up top: siting-vs-retention scope, canonical research sources (LAPPA, ObscureIQ, Stateline), and pointers to rules/alpr_state_rules.yaml and the archived survey
• Fields for state, change type, citation, source link, and quoted placement language (with a reminder that we never invent numeric distances for vague statutes)
• A dropdown letting the reporter elect to contribute the rules-file update themselves via PR

Bug report - map/site issues, with a note that camera location fixes belong in OpenStreetMap.
