Latest 2.6.1 is broken on Windows. We should unpin when a new release is out.

This site is too slow for the linkcheck test, but it loads eventually.

This PR removes the deprecated
ioos_sos(#1277) check. After we tackle #1281 we should mint a new MAJOR release.
