New installation
Helm install on 1.9.x or 1.8.x < 1.8.14
Apply manifests for refrenceGrants.
Helm upgrade to 2.0.x # intermediate step and will be removed once I will update the readme
Reapply the manifests for regrants
Helm upgrade to pr branch.

Consul already deployed and regrants already present
