Bump review-guidelines version and effective date to v2026.06.25 (2026-06-25) and add guidance on AI-assisted content. Introduces a clarification that the guide is not exhaustive and reviewers may act on risk, complaints or other reasons. Adds a checklist item requiring developer review/validation when AI is used, and a new 4.6 "AI 辅助生成" section listing refusal conditions (AI-stitched apps, placeholder or fictitious APIs/configs, noncompliant plugins/themes, unreviewed/unkempt code, unclear third-party asset rights, and using AI as a disclaimer to avoid fixes). Changes applied to both docs and versioned_docs.
