Specify --without-prebuilds=toolchain to only use tools on your PATH.
Another option is to do what Frida's CI does:
./releng/deps.py build --bundle=toolchain
This produces a tarball in ./deps which gets picked up if you retry `./configure`.
You may also want to make a backup of it for future reuse.
