Simplification in the definition of Phase 2 HLT workflows

This is a technical PR with the aim of updating/simplifying the Phase 2 HLT workflows in the following ways:

• Use the @ syntax for the HLT step;
• Change steps of the base workflow for derivative workflows instead of fully redefining them.

Some local tests passed without issue but the full relevant part of the matrix should be tested by the bot.
