I personally would greatly prefer to depend on an existing external tool for this and not re-invent the wheel. Unless we have good reasons to say that none of the existing tools do what we want. And I'm even willing to make at least some concessions. |

This PR adds a few scripts for make keeping track of changelog entries easier,
as well as some clarifications to RELEASING.md.
