I have only completed a high-level review on this. Please make the following updates before I complete a more in-depth review.

  1. For all bug fixes, begin the sentence with "Fixed an issue where..."
  2. All the verbs need to be in the past tense, for example, Pin -> Pinned, Add->Added, Update->Updated
  3. Wherever you have used the word 'Bump', replace it with the word 'Updated'

### New features

- The `package` and `dnf_package` resources now support DNF5, the package manager used in Fedora 41+ and future RHEL-based systems.
Chef Infra Client detects which version of DNF is installed---no changes to existing cookbooks or recipes are required.

- The `chef_client_config` resource has two new properties: `directory_specs`, which lets you set per-directory permission overrides for Chef-managed directories (including owner, group, and mode, and on Windows, rights and inheritance), and `client_rb_mode`, which sets the file permissions of the generated `client.rb` file.

### Improvements

- The `rest_resource` DSL now implements the `rest_api_endpoint` and `rest_identity_property` methods.
`rest_api_endpoint` stores the base URL of the target REST API.
`rest_identity_property` declares which property uniquely identifies a resource and auto-generates document URLs.
DSL inheritance is also fixed so subclasses correctly inherit values from parent classes.

- The `dnf_package` resource now locates the DNF Python helper more efficiently, reducing unnecessary `shell_out` calls during converge runs on systems using DNF.

- Template error messages now include the cookbook name and template file name, making it easier to identify which template caused the failure without exposing large node attribute data.

### Bug fixes

- Fixed an issue where the Compliance Phase ran twice when a cookbook resource used `action :reboot_now` during a Chef Infra Client run.
On Windows and RHEL systems, this caused a race condition where the second InSpec scan could be interrupted mid-run by the OS reboot timer.

- Fixed an issue where `lazy` content blocks in the `file` resource were evaluated more than once during a single converge run.

- Fixed an issue in the `chocolatey_installer` resource where `Invoke-WebRequest -OutFile` on Windows PowerShell 5.1 failed when given a directory path instead of a full file path, causing "Access to the path is denied" errors.

- Fixed an intermittent `NoMethodError` crash on Windows Server 2019, 2022, and 2025 during cookbook synchronization, caused by multiple concurrent threads racing to export a Windows certificate to the same hardcoded temp file path.
Each thread now uses a unique per-thread temp path, and the temporary PFX file is always cleaned up after use.

- Chef Infra Client packages are now available again for AIX (PowerPC, versions 7.1, 7.2, and 7.3).
