io_lib 1.16.0's configure now requires HTSlib (>= 1.23.1) and errors out when the development files are absent. Depend on htslib and point configure at it with --with-htslib. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
