Update base image to trixie

Proposed change

Updates the base image to trixie. Untested and will require cleanup. A handful of community builds will be disabled until we can get new dependencies included.

Testing needed:

Blocking

• hailort v4.21.0: debian13 tarballs + cp313 wheels, with numpy<2 / netifaces / future deps stripped
• frigate-onnxruntime-rocm: cp313 migraphx wheel

Build

• Full bake of amd64 / arm64 / rpi / tensorrt / rocm on trixie
• norfair wheel patch installs cleanly; full pip resolve on 3.13

Hardware

• Intel iGPU/NPU (ubuntu debs on trixie glibc); Battlemage with distro media driver 25.2.3
• Coral via litert delegate
• ROCm jammy userland on trixie
• TensorRT with onnx 1.18 / protobuf 5.x
• RPi decode with trixie repo ffmpeg 7.1.5
• TF 2.20 classification training; numpy 2 runtime (embeddings, audio, tracking)
