Adding range_backup_worker_enabled to DB config for recruiting range partitioned backup workers.

Summary:This change extends FoundationDB's backup infrastructure to support lifecycle management of range-partitioned backup workers — a new backup worker type (RANGE_PARTITIONED_LOG) that uses a separate enable/disable flag (range_backup_worker_enabled) in the database configuration, parallel to the existing partitioned log backup worker (backup_worker_enabled).
