Adds the v0.3.1-alpha.1 candidate with a downloadable Windows x64 tester package, updated Mac/Python versions, and privacy-safe fixed-code diagnostics.

Local evidence: 479 Python tests passed (13 expected Windows-only skips); 123 Swift tests passed in debug and release; release Swift build, formatting, exact-lock install/help smoke, source-bound Python distribution verification, privacy scans, and native macOS build/launch/quit acceptance passed. Codex review completed with no actionable findings.

The Windows workflow builds from this exact SHA, cryptographically verifies the MSIX, installs and launches it, removes the package and temporary certificate, then reverifies the downloadable ZIP. Physical Windows device and real-backup coverage remain alpha limits; testers should share only Safe Diagnostics codes and synthetic reproduction steps.

v0.2.0 remains the stable recommendation.

Windows x64 now builds, installs, launches, uninstalls, and reverifies cleanly on the hosted runner. I’ll take it from here; before calling Windows stable, I’d still appreciate a quick real-device smoke using synthetic data.
