Update and use ruff to format markdown
- Fail early with a clear message when a bus have both a voltage source and short-circuits (similar to power and current load) - Fix the exception code for voltage regulators in the network constructor - Add missing mention of voltage regulators in a few places that now handle them - Other changes are a bunch of small typo fixes by Claude
