Summary

• update snarkVM from v4.8.1 to testnet-v4.9.0
• pass the new block_synthesis_limit slot when constructing finalize state
• rebuild the derived block-tree cache in the persistence test so it continues to validate the persisted RocksDB ledger without timing out on debug cache deserialization

Validation

• cargo test --locked (9 passed)
• cargo build --release --locked
• cargo +nightly fmt --all -- --check
• downstream smoke test: deployed the canonical credits wrapper and completed a credits-backed router swap/claim scope under V18
