CI workflow adjustments for bot auto-approval and main-branch publishing.

The auto-approve workflow for layerzero-bot bumps tj-actions/changed-files from v44 to v46.0.1; allowed-file patterns and approval logic are unchanged.

On main pushes, the check job that called reusable-test.yaml is removed, and publish no longer needs: check, so NPM publish can run immediately on merge without a green test run in this workflow. The workflow is still named Check & publish; downstream update-lockfiles still triggers on Check & publish completion.
