filestore: update test locations to avoid us-central1 stockouts

Update Filestore acceptance test locations away from exhausted zones/regions in us-central1 to prevent nightly test stockout failures.

• TestAccFilestoreInstance_psc and TestAccFilestoreInstance_psc_ipv6: switched from us-central1 to us-east1
• TestAccFilestoreInstance_deletionProtection_update and TestAccFilestoreInstance_nfsExportOptionsNetwork_update: switched from us-central1-a to us-east1-b
