Add a new workspace-scoped SKILL at .vscode/skills/SKILL.md that documents a repeatable process for converting multi-step conversational workflows into executable SKILLs. The file includes purpose, scope, inputs/outputs, a step-by-step drafting and publishing workflow, clarifying questions, quality checks, examples, and suggested follow-ups to support onboarding and automation.
