Publishing Texture products does not create Review/Thumbnail even when enabled in the UI

Description

Current Behavior

No Reviews been created after publishing even when enabled on the publish instance / creator.

Expected Behavior

Published products should contain Reviewable and Thumbnail when Review been enabled during creation / publishing.

Steps To Reproduce:

1. Launch Tray Publisher and select some context folder and task
2. Select Texture publish type
3. Check the Review been enabled
4. Inspect Ayon frontend for published products after publishing it and whether having thumbnails and Reviewables

Version of the server, ayon-core and the addon that's affected
