chore: bump @typescript-eslint packages to ^8.58.0 (#886)

v8.58.0 is the first release with official TypeScript 6 support.
New installs will no longer resolve to 8.57.x which caps peers at
<6.0.0, eliminating TS6 peer warnings during installation.
