[RAO] Support different business CRAC format

Describe the current behavior

Currently, only JSON CRAC files (OpenRAO format) can be imported with pypowsybl.

Describe the expected behavior

CRAC can be imported from various business formats: CIM, NC, CBCORA, FB Constraints.
A python CRAC Creation Parameters API may be required (at least the support of such JSON files)
