Topics/repo specific discussions instead of opening multiple new ones

Currently there are issues/discussions that are all over the place. This makes it difficult to search the appropriate discussion/answers for issues/topics.

Eg, there are many iptv related queries for channel search, broken streams etc which could be clubbed into one.
There could be a discussion on optimising players/streams which can be helpful for many.

This idea is based on what I saw from other pages, I'm not aware of how discussions work in github.

Since all channel requests have been moved to the iptv repository (https://github.com/iptv-org/iptv/discussions), the number of discussions shouldn't be an issue anymore. As for the other topics, it's much easier to moderate them individually.
