Oracle APEX is Oracle's No-Code/Low-Code toolset with broad adoption inside and outside Oracle. While there are monitoring capabilities in APEX itself, we'd like to use the DB exporter for more enterprise grade monitoring and dashboarding using de facto industry standards like OpenTelemetry and Grafana.

All APEX performance related information is already stored inside the Oracle Database. Extend the Database Exporter to expose the existing metrics in an open standard compatible format.
