As an Open Data Hub API maintainer, I want to set k8s Resource limits for the main Timeseries APIs, instead of having JVM parameters

bdp-core and ninja are currently memory-limited by jvm parameters.
Either make this k8s resources only, or align the two so that the cluster knows what's up
