Their logic re permalinks etc. seems a bit flawed if we want to keep the downloads as small as possible and it would be much better if there was a server component in the middle saving bandwidth...

Pavel, here are some Navtex from Noaa, but I don't think they are permalinks either. The page is kind of like a permalink, but the underlying file changes I believe.
