Update User Experience and Settings Page Revamp

Background: The current user interface for OpenDeck is implemented using Svelte and TailwindCSS. It is considered to be in good working condition. However, as the use of Linux continues to grow, and users who own StreamDecks seek Linux support, more users will discover OpenDeck and begin using it to power their devices. These users will bring certain behaviors and expectations for how user interfaces should behave.

Problems:

• Interactive elements do not consistently have hover effects to inform users that they can interact.
• Some elements don't exhibit the best practice cursor behavior (e.g., the "drag" cursor on draggable elements).
• The settings screen is a single popup that lists all available options together, along with default controls. This layout works for the current version of the project, but limits future expansion as more settings get added to the application.

Proposed Solution:

• Implement a standardized component that includes hover effects and a correct cursor.
• Review the application for instances of draggable elements and add correct styling.
• Update the settings layout to include a tab interface to group related settings.
