Update CS requirements

The CS application requirements have not been reviewed in a long time. They are needed for a proper public release.

Describe the solution you'd like
A review of the existing CS requirements is needed to properly document the application. The source code needs to be compared and difference documented. If there are differences, determine if the code or the requirements contain the desired behavior then update the incorrect one. If the source code is the issue a ticket to resolve the code discrepancy will need to created. These updates may require team discussion

Describe alternatives you've considered
Begging and pleading to not do documentation

This is part of a sweeping update to documentation happening across several applications
