Need to filter members for House/Senate by in_office

From the members docs:

The results include all members who have served in that congress and chamber, including members who are no longer in office. To filter the list to only active members (or to see members who have left), use the in_office boolean attribute.

We got a reprieve on this by having a new congressional session begin, but it'll get out of date again the first time someone dies or retires.
