Downloading with --resub flag seems to redownload old submission if no resubmission has been made.

I haven't confirmed it 100%, but it seems that if a student/group failed an assignment and has not handed in a resubmission when resubmissions are downloaded, their original submission is downloaded.

This can easily lead to mistakes where a TA accidentally fails a resubmission that has not been handed in yet.
