Issue with Layer Toggling / Visibility Issues after latest updates #5637

Describe the bug
Some background: I have developed an internal "automations map" for my organization utilizing this software. It is developed using layers / toggles, etc. The issue we have come across all of a sudden is toggles are no longer working properly.

Previously, when opened in browser. The Map displayed a menu of departments, upon clicking into a department, it would toggle a "layer" to open, revealing all available automations tied to that department.

As of today, when clicking into a toggle-able / hyperlinked item, nothing occurs. No layers are opened or made visible. However, I have discovered that when I manually click the (Eye) Icon next to the layer to MANUALLY toggle it, and then proceed to click and unclick the hyperlink, it opens and closes as expected.

To Reproduce
Steps to reproduce the behavior:
1: Create a new Draw.io Blank Diagram
2: Create 1-2 Layers (Layer 1 - Layer 2) for example.
3: Add 2 text blocks onto the background layer & name them (1 - 2)
3.1: Ensure the Background layer is locked (to make toggling easier and directly from the text and not the dropdown menu)
4: Add Toggle actions for both text blocks, 1 toggles layer 1 - 2 toggles layer 2
5: Now, Toggle the layers to test. You will observe that it WORKS with the (Eyeball) icon toggled
6: Now, Un-toggle the eyeball icon, greying it out. And attempt to toggle the layers again. (You will observe that this does NOT work, as even though it is hidden, the action is to TOGGLE, which would unhide the layer regardless)
7: Additionally, With the Layers Untoggled, refreshing the page for some reason resets the layers and opens all of them at once.

Expected behavior
The expected behavior is -

-Page is loaded > Menu loads displaying Departments
-Person clicks on a Department option (text), toggling the layer attached to it to Open / Display next to the department menu
-When Person is done viewing the desired content, they will click the Opened / Toggled Department again to Hide / Un-Toggle it - Thus clearing the canvas of content / items.

We have had this in place and developed for over 2 years now with no issues like this up until today or the latest update i assume. I can 100% confirm our model we used and tailored worked as expected - 100%.
