Background
First Participant Engagement Event was incorporated into the Encounter resource in FHIR but because the Encounters require a unique identifier, the construction of the identifiers sometimes had First Participant Engagement Event and sometimes did not, rendering the field being pulled into the portal as unreliable.
Acceptance Criteria
First Participant Engagement Event is reliably represented in the INCLUDE FHIR server whether embedded in Encounter or provided separately as an Observation that notes the type of engagement event.
