Bug : Pagination not loading correctly

I started with just one active user admin, I have set 10 per page.

1. I added 5 active users one by one
2. I changed the pagination to 20 per page
3. I added 2 more users.
4. Changed the pagination to 10 per page.
5. Only 5 users of them showed and for 20 per page 7 of them showed.

I would like to refactor the whole pagination as it is, it's not stateful, as it's used as a custom hook (it would take me 20 minutes to figure out what exactly is my problem with that, but I remember it not working correctly). Another issue is in how we implement the pagination, pagination in our case really should be just a view or a slice on the data itself, not real modification of the data, the modification is bad, because it leads to unnecessary refetch. The whole pagination is only a nice to have for the webui users, we can skip it all together, as it doesn't bring any server-side benefits.
