Runtime errors on Windows 2008 and Windows 7

Describe the bug

The following issues occur when used on Windows Server 2008 and Windows 7.

To Reproduce

When running versions 10.1.11 and above on Windows Server 2008 and Windows 7, an error occurs:The procedure entry point ProcessPrng could not be located in the dynamic link library bcryptprimitives.dll

When running versions from 9.4.2 to 10.1.10 on Windows Server 2008 and Windows 7, the application fails to start normally with error code 0xc0000005.

Expected behavior

Can run normally

No logs are generated when running with the --log-lvl=DEBUG parameter.

Desktop (please complete the following information):

• OS:Windows Server 2008 and Windows 7.
• Version 9.4.2 and above（amd64）

Version 10.5.5 still produces the same error when running on Windows 2008 or Windows 7
After my detailed testing, there are two solutions for normal operation on Windows 2008 or Windows 7

1. Install VxKex tool（ https://github.com/i486/VxKex ）Right click on the VxKex page in the EXE properties and select Windows 10 compatible environment to run it normally
2. Up to version 9.7.4 of the source code can be used to compile according to rustup default 1.77.2, and it can also run normally
