This is a place-holder meta issue to move any of the quantum arithmetic functions away from SBP arithmetic. Based off of the refactor quantum arithmetic module discussion with @positr0nium @diehoq @renezander90
For now, I am not yet sure about all the functions that depend on this module. Planning to add more later. Feel free to edit this issue if you have a better idea.
