feat: add synthetic Bishop State data generation script and data files

Generate ~4,000 PDP-compliant synthetic students matching Bishop State
Community College demographics (59% Black, 63% female, Mobile AL zips).
Includes cohort, AR, and course-level data files with exact schema match
to existing KCTCS files.
