Add the winget package for dbvr

• I hope there is a usable winget package for dbvr, making it easy to install on Windows.

At least 5 other DBeaver packages have made it into Winget already, though notably not the dvbr CLI tool (yet?).

Given that the DBeaver namespace is well-established in Winget by now, adding dvbr as a new package in a PR seems like it shouldn't face any obstacles.
