CGAppCLPrepTool should be signed and/or notarized for macOS

On macOS 15, running the CGAppCLPrepTool causes various security related prompts that must be dealt with. Instead of users manually trusting the executable, it should be signed and notarized.

CGAppCLPrepTool wrapping is most likely scripted anyway - you can force removing it from the MacOS quarantine with the following shell script for instance:

fi

At least I got away with that :-)
