Can't upgrade the priority of a PR

I closed and reopened a PR that I accidentally didn't tag `with priority`, hoping that calling Hoff again `with priority` would correctly get it in front of the queue. It evidently did not. This might also be related to https://github.com/channable/hoff/issues/308
