Add translation support

I don't know if the content of the app itself is translatable since it's a web app, but it would be great to be able to translate the app description / its changelog etc. for any user that see it in its software manager

I've made progress towards this in 3.2.0 with #46, but still need to complete setting up the po files and everything.
