Support the sustainability API

AWS has a simple sustainability API. It would be nice to get support for it.

@endgame - Considering the age of #888 it is not to be expected to be resolved soon - is it? I am not much of an AWS guy, and tried to get around the missing API by implementing it using Amazonka.Core etc. but had to give up when Sign4a was being required. Is this a consequence of #888 not being implemented or something else?

So my broad hopes (and this will be slow going) is that we get 2.1 out and then fix #888 as part of 2.2 which gets us a lot of missing services, but if the endpoints for sustainability require SigV4a then that's going to be a separate parcel of work and unfortunately even further back in the pipeline (probably after 2.2). See #804 . I've given that very little thought I'm afraid.

The fastest route to unblocking yourself I think will be to write a nice wrapper around the AWS CLI, I'm afraid. You can probably pull the Auth from your Env to reuse the same credentials. Or if you're just using newEnv discover, the CLI will probably find the same credentials that Amazonka does.
