Compliance: Penalty calculator for internal view (spike week item)

Describe the task

Create a penalty calculator for internal users in BCIERS to generate the amount for "what if a penalty was paid today (or on day x)"

Acceptance criteria

Given I am an internal user,
When I click into a compliance obligation's details and the obligation is past due date

• I see Penalty calculator in the task list
• I can see the status of the Automatic Overdue and GGEAPAR interest
• I can select between calculating an automatic overdue or a GGEAPAR interest

When I have selected both a penalty type and the final day of penalty accrual,

• Then I can see the penalty summary and accrual data sections populated with simulated data
• total penalty is the sum of accumulated penalty + accumulated compounded from the last row in the table (final day of accrual).
• Accrual data table shows in descending order (earliest date to latest date)
• For Automatic overdue penalty, the interest amount is static
• For GGEAPAR the interest rate may change every quarter
• Daily penalty amount is variable depending on payments made to compliance obligation

• Related to Compliance/Penalties: Show penalty accrual to Internal Users #4631 though that ticket is pretty old and the spike work is very different from the ideas in that ticket. That ticket was closed and replaced with this one.

This work can re-use the get_accruing_penalty_data() function created in this PR. It just needs a tweak to return the accrual data and a new endpoint / schema for internal users that returns the accrual data.
