The only way to change the similarity threshold of semantic search in the web UI is to use the Actions menu (which isn't very discoverable by the way). However, the menus are only displayed when there are search results. If a semantic search doesn't match anything at the current threshold, then the threshold cannot be changed. And if we are changing the threshold and increase it so much that all existing search results vanish, we cannot undo that, either, because the menu disappears.
