Bug Description
Certain puuids seem to have a pattern to activate cloudflare's site protection rules, resulting in a 403 given by cloudflare.
It seems like the API never actually receives the request in the first place.
An example puuid is 3IIAhgH1mxtl-BUQFBDaBUW07LAND9jHNu76fvT_TThjZkrXcNk7LS-_SA5nJcsYDzIR7F7q5PuLuA.
You can actually test it yourself by e.g. using the puuid on this endpoint: https://europe.api.riotgames.com/riot/account/v1/accounts/by-puuid/3IIAhgH1mxtl-BUQFBDaBUW07LAND9jHNu76fvT_TThjZkrXcNk7LS-_SA5nJcsYDzIR7F7q5PuLuA
Most likely other puuids, depending on the encryption, are also impacted.
Developer Impact
Can't gather the users match history, fetch their summoner or account info, active region, ranks or challenges.
The player with the example puuid above is a fairly regular player with around 2-3 matches a day. It would be unfortunate to lose all their data.
I am aware that these GitHub issues aren't monitored, however screaming in the void feels better than not screaming at all.
