Allow custom `zizmor.yml`

The current zizmor.yml for the zizmor updater is hardcoded into the updater.

But other users might want to enable different zizmor features, so we should add an option to load a different zizmor.yml (maybe just a path option for that file).

We should also add a corresponding site config entry.
